The problem
New Orleans faces interlocking challenges: economic stagnation, population loss, infrastructure strain, climate exposure, blight, unequal opportunity, and civic fragmentation. Too often, each is addressed separately.
What breaks down
A pilot ends without scale. A plan is written without implementation. Community insight is gathered without becoming real influence. Good ideas compete for limited resources rather than building shared capacity.
